కోర్టులో తన కేసు విచారణ కోసం వేచి ఉన్న నారాయణ గారి ఫోను వైబ్రేషన్ మోడ్ లో మోగింది. జడ్జ్ గారికి నమస్కరించి బైటకొచ్చి చూసారు .... తన డ్రైవర్ రాజు నుంచి.

ఫోన్ చేసారు రాజుకి.

"రాజు .... ఏంటి ఫోన్ చేసావ్?" అనడిగారు నారాయణ గారు.

"సార్ అమ్మ గారు పూలు, పళ్ళు తెమ్మంటే మార్కెట్ కాడికొచ్చానండి. కారాపి పూలు తీసుకుంటూంటే పోలీసులు వచ్చి రాంగ్ పార్కింగ్ అని కారు తీసుకెళ్ళబోయారండి. ఇది లాయర్ నారాయణ గారిదని చెబితే 'ఐతే ఏంటంట?' అని 'టో' చేసుకుని తీసుకెళ్ళబోతుంటే ఆపబోయానండి. సిఐ గారు నన్ను కొట్టి 'పోలీసోడి దెబ్బ ఎలా ఉంటుందో మీ నారాయణకు చెప్పు' అంటూ కారు లాక్కుపోయారండి" అని చెప్పాడు డ్రైవర్ రాజు.

నారాయణ గారి మొహం ఒక్కసారిగా కంద గడ్డలా మారిపోయింది.

వెంటనే ఆయన మనసులో ప్లాన్ ఆఫ్ యాక్షన్ మొదలయింది.

"నువ్వు వెంటనే కోర్టుకి వచ్చేయ్. అక్కడ ఉండొద్దు" అని చెప్పి కోర్టులోకి వెళ్ళారు నారాయణ గారు.

పది నిముషాలలో రాజు కోర్టు హాలు దగ్గరకొచ్చి నారాయణ గారికి ఫోన్ చేసాడు. అది చూసిన నారాయణ గారు బైటకొచ్చారు.

రాజు చెంప వాచిపోయి ఉంది. రాజుని వెంటబెట్టుకుని కోర్టులోకి వెళ్ళారు.

అప్పటికే ఒక కేసు అయిపోయి మరొక కేసు టేకప్ చేస్తున్నారు ప్రిన్సిపల్ సెషన్స్ జడ్జ్.

నారాయణ గారు లేచి "Your Honour .... Here is an urgent matter to be placed before the Hon'ble Court" అన్నారు.

సీనియర్ అడ్వొకేట్ అయిన నారాయణ గారు అలా అనేసరికి ప్రిన్సిపల్ సెషన్స్ జడ్జ్ ఆయన వైపు చూసి "Can we take it up after the present matter?" అని అడిగారు.

"If the learned lawyer agrees the Hon'ble Court may take up the issue immediately" అనడంతో అప్పటి కేసు తాలూకు అడ్వొకేట్ కూడా సీనియర్ అయిన నారాయణ గారిని కాదనలేక "Its ok Your Honour. I will wait for some time. Let the Senior Advocate present his matter first, if Hon"ble Court agrres to it" అనడంతో PSJ కూడా "Please present the matter" అన్నారు.

"He is Mr. Raju, my car driver. My wife asked him to buy flowers and fruits in the market. When he stopped the car at a road side vendor to buy flowers and fruits the traffic police charged him with wrong parking. When Mr.Raju told the Police that this car belongs to Senior Advocate Narayana garu, the concerned CI slapped him on this right cheek and said 'పోలీసోడి దెబ్బ ఎలా ఉంటుందో మీ నారాయణకి కూడా చెప్పు" and towed the car. I request the Hon'ble Court to take cognizance of the matter and send the victim for medical examination and direct the concerned SHO to register a case agsinst the CI" అని వాదన వినిపించారు.

"Why this Court should direct the Police? The victim himself can go to the Police Station and lodge a complaint" అన్నారు జడ్జ్ గారు.

"The culprit himself is the Head of the Police Station, where cause of action arose. And more over Advocates are part of Judiciary. A Police can not slap any one for wrong parking and use derogatory remarks against the Judiciary" అంటూ కేసుని Police vs. Judiciary గా మార్చేసారు.

"Is an Advocate form part of Judiciary?" ప్రశ్నించారు PSJ.

"Yes Your Honour. In Re vs. Rameswhwar Prasad Goyal, Advocate case Hon'ble Supreme Court held that the Advocates are Officers of Judiciary. I will provide the citation also. In Re vs. Rameshwar Prasad Goyal Advocate AIR 2014 SC 850 it is clearly said that "As an Officer of Judiciary, Advocate has a duty to ensure smooth functioning of the Court. Since the concerned CI passed derogatory remarks against an Advocate, that too when the particular Advocate is ensuring the smooth functioning of the Court, it impleads the Judiciary also. Hence, I request Your Honour to direct the SHO, Law & Order to register a criminal case against the Traffic CI for contempt of court and also a criminal case against the said Traffic CI for taking Law into his hands by slapping a small, helpless, voiceless car driver. And also direct the Government hospital doctors to conduct medical examination of the victim" అనడంతో జడ్జ్ గారు initial order పాస్ చేసారు.

నారాయణ గారు కోర్టు జవానుకు ఆ ఆర్డర్ కాపీ ఇచ్చి పోలీస్ స్టేషన్ కు పంపించారు. మరొక ఆర్డర్ కాపీ కూడా రాజుకి ఇచ్చి గవర్న్ మెంట్ హాస్పిటల్ కు పంపించారు.

తనకు బాగా పరిచయం ఉన్న హాస్పిటల్ సూపరింటెండెంట్ తో ఫోన్లో మాట్లాడారు కూడా.

రెండు రోజులు గడిచాయి. కేసు నమోదు చేసిన దాఖలా కనపడలేదు నారాయణ గారికి. ఈ లోపల డాక్టర్ సర్టిఫికేట్ వచ్చేసింది.

మూడో రోజు కూడా కేసు రిజిస్టర్ చెయ్యలేదన్న విషయం PSJ ముందు ప్రస్థావన చేసారు నారాయణ గారు.

జడ్జ్ గారు అక్కడే ఉన్న పి.పి. గారిని అడిగారు "Is there any other way to register a case against a Police Officer?" అని.

"Your Honour is empowered to issue a warrant on the concerned Law & Order CI for not registering the cases against the Traffic CI and against the Traffic CI for not appearing before the Court and direct the SHO accodingly" అని సమాధానం ఇచ్చారు పి.పి. గారు.

జడ్జ్ గారు సిఐ మీద వారంట్ ఇష్యూ చేసారు. అది కోర్టు జవాను ద్వారా సంబంధిత పోలీస్ స్టేషన్ కు పంపించారు.

"ఇంతకూ మీ కారు మీ చేతికి వచ్చిందా?" అని అడిగారు జడ్జ్ గారు.

"No Your Honour. Unless I pay the penalty, car will not be released".

"Then pay the penalty and get back your car. What prevents you from paying the penalty?".

 "I don't pay the penalty Your Honour. Car was stopped at a place where there is no visible sign board indicating that it is a No Parking Zone. More over, when street vendors are sitting on the road side and making their livelihood, how can a Police Officer say that it is a No Parking Zone? If it is a No Parking Zone, how the street vendors are allowed to sit and sell their products? If street vendors are allowed on roads, stopping of a vehicle in front of such street vendor for buying their products is also implicitly permitted. Police can not discriminate between street vendors and those who buy from them. So it is a clear case of overstepping of their duties in controlling the traffic. They can not act arbitrarily".

"Yes Mr.Narayana. What you said is reasonable. But the Court has no machinery to implement the order except through Police".

"The Hon'ble Court can write to the District Superintendent of Police for directing the concerned CI to appear before the court".

అదే రోజు జడ్జ్ గారు జిల్లా ఎస్పీకి D.O. లెటర్ రాయడం, ఆ మర్నాడే CI కోర్టుకు రావడం జరిగింది.

జడ్జ్ గారు సిఐ ని చూడగానే "మీరు కోర్టు ఉత్తర్వులను కూడా పట్టించుకోరా? మీకోసం జిల్లా ఎస్పీకి లెటర్ రాయాలా? ఏమనుకుంటున్నారు మీరు మీ గురించి. I can send you to jail straight away from this court" అంటూ తీవ్రంగా మందలించారు.

"Sorry Your Honour ...." అంటూ ఏదో చెప్పబోయాడు సిఐ.

"మీ మీద క్రిమినల్ కేసులు రిజీస్టర్ చెయ్యమని SHO కు ఆర్డర్ పాస్ చేసాను. రిజిస్టర్ చేసారా?" అని సూటిగా అడిగారు జడ్జ్ గారు.

"లేదు యువరానర్ .... " అంటూ నసిగాడు సిఐ.

వెంటనే నారాయణ గారు లేచారు ...,

"Your Honour, this gentle man has appeared before this Hon'ble Court because of his boss' instructions. He has not obeyed this Hon'ble Court's lawful orders in letter and spirit. Your Honour is requested to take him into custody for wilful disobedience of Court Orders" అనడంతో సిఐకి చమటలు పట్టాయి.

పి.పి. గారు జోక్యం చేసుకున్నారు ఇంతలో .... ఎంతైనా ప్రాసిక్యూషన్ మనిషి కాబట్టి ....

"Your Honour, the concerned SHO will register the case immediately. Please don't take him into custody" అని సిఐకి మద్దతుగా మాట్లాడారు.

"When Court Orders are not implemented, Court is duty bound to take acton against him. The Court can rightfully take him into custody" అని వాదన జడ్జ్ ముందు ఉంచారు నారాయణ గారు.

"The delinquent Police Officer is hereby sent to Judicial custody" అన్నారు జడ్జ్ గారు.

పి.పి. గారు లేచి "Your Honour, I request you to grant bail to the Officer" అన్నారు సిఐని జుడిషియల్ కస్టడీకి పోనివ్వకుండా చూసే ఉద్దేశ్యంతో.

"Even before the Officer is sent to Judicial Custody, my learned friend is asking for bail. First let him go to Juducial Custody" అన్నారు నారాయణ గారు.

సిఐ పక్కన ఉన్న కానిస్టేబుల్ సిఐ ని జుడిషియల్ కస్టడీ కోసం జిల్లా కోర్టుని ఆనుకుని ఉండే రూమ్ లోకి తీసుకు వెళ్ళాడు. అక్కడ ఉన్న కోర్టు జవాను సిఐ దగ్గర ఉన్న సెల్ ఫోన్ తీసేసుకుని లోపలకు పంపించి బైట నుంచి తాళం వేసాడు.

కోర్టుకు వచ్చిన వారందరూ ఆశ్చర్యంగా చూస్తున్నారు, ఒక పోలీస్ ఆఫీసర్ని కోర్టు జవాను లోపల వెయ్యడం అనేది ఎప్పుడూ చూడని వాళ్ళు.

ఈ లోపల పి.పి. గారు మరొక అడ్వొకేట్ ని అడిగి బెయిల్ పిటీషన్ వేయించారు. జడ్జ్ గారు నారాయణ గారి వైపు నవ్వుతూ చూసారు.

"If the Court feel that the SHO will register cases, the Hon'ble Court can grant bail" అన్నారు.

"ఏమండీ పి.పి. గారు .... SHO గారు కేసు రిజిస్టర్ చేస్తారా?" అనడిగారు జడ్జ్ గారు.

"I will personally see that a case is registered against him" అనడంతో జడ్జ్ గారు సిఐకి బెయిల్ మంజూరు చేసారు.

సిఐ కోర్టులోకి వచ్చి సెల్యూట్ కొట్టి అటెన్షన్లో నిలబడ్డాడు.

"కేసు విచారణ టూ టౌన్ ఎస్సై చేత లేదా డియస్పీ చేత కానీ చేయించండి యువరానర్" అని మరొక అభ్యర్ధన చేసారు నారాయణ గారు కోర్టు వారిని.

"O.K. Mr.Narayana. I direct DSP to conduct the investigation and submit his report to this Cort for further action" అంటూ ముగించారు జడ్జ్ గారు.

"యువరానర్ ఒక కేసు కాదు, నాలుగు కేసులు రిజిస్టర్ చెయ్యాలి" అన్నారు నారాయణ గారు.

"నాలుగా" ఆశ్చర్యంగా అడిగారు జడ్జ్ గారు.

"Yes Your Honour. First one against Law & Order CI for not registering the cases even after the Court's lawful orders. Second one against this particular Officer for criminal intimidation of a layman by slapng him on his face. Doctor certificate is already on the Court file. Third one for making derogatory remarks against Judicial Officer. Fourth one is for unlawful seizure of my vehicle" అంటూ ముగించారు నారాయణ గారు.

దిమ్మ తిరిగి మైండ్ బ్లాక్ అయింది సిఐకి.

జడ్జ్ గారు నవ్వారు.

"Deputy Superintendent of Police is directed to register four cases and report back" అంటూ లంచ్ వేళయిందంటూ లేచారు.

బైటకు వచ్చిన పి.పి. సిఐని నారాయణ గారి దగ్గరకు తీసుకుని వచ్చారు.

"నారాయణ గారు, ఏంట్సార్, పగ పట్టారు? ట్రాఫిక్ సిఐతో పాటు లా & ఆర్డర్ సిఐని కూడా ఇరికించారుగా?" అంటూ పలకరించారు పి.పి. గారు.

"ఐదో కేసు కూడా పడుతుంది"

"ఐదోదా?"

"కార్ టోయింగ్ చేసి తీసుకువెళ్ళే సమయంలో జరిగిన డామేజికి ఎవడు పెడతాడు?"

సిఐ మాత్రం నారాయణ గారి వైపు అలా చూస్తూ ఉండిపోయాడు.

"పోలీసోడి దెబ్బకు లాయరు నారాయణ సమాధానం ఎలా ఉంది సిఐ గారు?" అంటూ బైటకు నడిచారు నారాయణ గారు.
